Some people must submit one or several statistical reports in 2018, while others do not need to submit anything. Who should report to Rosstat

Statistical reporting is provided for any business entity, regardless of the type of their activity. Large organizations are required to report regularly; they often submit several reporting forms at once. Reports within the framework of sample studies can be submitted quarterly or monthly, and for microenterprises only annual statistical reporting is acceptable (Clause 5, Article 5 of Law No. 209-FZ dated July 24, 2007).

How to find out which forms of statistical reporting you need to report on

Having formed the sample, the territorial bodies of Rosstat are obliged to notify the individual entrepreneurs and organizations included in it of the need to submit the relevant reports, as well as provide forms for completion. If there was no such notification, individual entrepreneurs and companies can independently find out what forms they will use to report in 2018.

How can I find out from the statistics agency which reports (by TIN, OGRN or OKPO) need to be submitted in 2018? Statistical reporting forms and deadlines for their submission

Statistical forms can be grouped depending on the type of business entity: for example, statistical reporting of individual entrepreneurs, micro-enterprises, medium and small firms, large organizations; there are also forms on which all of the listed entities can report.

Some 2018 statistical reporting may only be intended for certain industries: Agriculture, retail, construction, etc. You can also highlight statistical reports presented by the number and composition of personnel, volume of revenue, products produced, etc.

Each statistical form has its own deadlines for submission, violation of which can result in significant fines (Article 13.19 of the Code of Administrative Offenses of the Russian Federation): 10 – 20 thousand rubles. for officials, and 20-70 thousand rubles. For the company. Responsibility for repeated violation of deadlines for submitting statistical reports will increase to 30-50 thousand rubles. for responsible officials, and up to 100-150 thousand rubles. for the organization. Along with statistical reports, legal entities are required to submit a copy of their annual accounting reports to Rosstat. Accounting “statistical” reports (including those in simplified forms) are submitted no later than 3 months after the end of the reporting year (for 2017, the deadline is 04/02/2018). Organizational statistics codes are an important component of the financial activities of an enterprise. Without them, running a business becomes impossible.

Having the TIN in hand, an entrepreneur can find out his statistics codes in several ways at once, choosing the most convenient one - from a personal meeting with State Statistics Service employees to retrieving them through online forms. Delaying this is risky, so you should take care of receiving notification in the first days of the company’s activities.

What are statistics codes?

When registering new documents, the tax office transmits information about an individual entrepreneur or legal entity to Gosstat (sometimes referred to as Rosstat) - the Federal State Statistics Service. There the data is processed and assigned to LLC/IP special digital values. They are designed to identify an organization/individual entrepreneur in the Statregister and classify their activities according to several criteria:

  1. OKPO, All-Russian Classifier of Enterprises and Organizations. Divides LLC/IP by type of activity. The main code used to create lists of entrepreneurs. If you need to send data about a legal entity/individual entrepreneur to another department, the State Statistics Service uses this code.
  2. OKTMO, All-Russian Classifier of Municipal Territories. OKTMO codes reflect the territorial affiliation of the registration address.
  3. OKVED, All-Russian classifier of types of economic activity. Necessary for changing the tax regime of LLC/IP and establishing benefits. Required in any financial statements. The entrepreneur chooses this code independently when registering an LLC/IP.
  4. OKFS, All-Russian classifier of forms of ownership. Requested when generating statistics and creating tax policies.
  5. OKOPF, All-Russian classifier of organizational and legal forms. Like the previous one, it is necessary to create statistics on business entities and regulate the economy.
  6. OKOGU, All-Russian classifier of public authorities and management. Characterizes who founded the organization - most often for structures engaged in business, this implies a division into an institution an individual, a legal entity or jointly by them.

If an entrepreneur does not have statistics codes, he and his employees will not be able to:

  • open a current account (with its help, LLCs can pay taxes by bank transfer, and individual entrepreneurs can enter into contracts for an amount exceeding 100 thousand rubles);
  • send a tax report;
  • submit financial statements;
  • create a payment order;
  • use a remote banking system such as “” and others;

Among the less common cases for which statistical codes should also be prepared is the State Statistics Service sample. Large businesses are required to regularly report on their economic indicators, and Rosstat selectively notifies owners of small and medium-sized businesses about the need for such a document. How to get statistics codes?

Until 2017, using an online form, it was only possible to submit an application for registration with the relevant territorial authority. Today, there are no previous problems with how to find out TIN statistics codes on the Internet:

  • Go to the Gosstat service statreg.gks.ru. A special form will open.

  • In the “Notification Type” field, legal entities leave the existing item, and individual entrepreneurs should select “Notification for individual entrepreneurs, heads of peasant (farm) farms.”

Krasnodarstat (Krasnodar region) receives and processes information from legal entities registered in the region and the neighboring Republic of Adygea. Statistics are mainly transmitted through telecom operators. 3 recipient codes are used:

  • 23-00 - for respondents in the cities of Sochi and Krasnodar;
  • 23-99 - for those registered in other localities of the region;
  • 01-00 - for legal entities from the Republic of Adygea.

Respondents from Saratov region regardless of location (district, city), they submit statistical reporting with the help of telecom operators or independently through a web form on the FSGS website, using a single addressee code 64-05. The same applies to legal entities belonging to Novokuznetsk department of Rosstat of the Kemerovo region: when filing electronic reports, they use code 42-00 (and not “their” 42-01).

Respondents Republic of Crimea And city ​​of Sevastopol can send electronic reporting according to federal rules since mid-2016.

To do this, Rosstat has entered into agreements with several operators (they can be selected from the list). TOGS code for Crimea is 91-00, for Sevastopol - 92-00.

  • 72-00 code is provided for respondents from the Tyumen region;

Necessity

For the first time, TOGS codes were introduced by the Order of Rosstat and the Federal tax service dated January 18, 2008 No. 5/MM-3-11/14@. This was necessary to optimize information cooperation between the two departments (during that period, the active formation of a single state network space began).

The Federal Tax Service shared information about taxpayer organizations with Rosstat, and Rosstat in response sent the reports that these legal entities submitted. For regional interaction, each local branch of the FSGS was assigned a code corresponding to the number of the territorial Federal Tax Service.

Now this code is used to submit financial statements to in electronic format: through specialized software of the telecom operator or web service on the FSGS website online.gks.ru (if available). The forms are pre-filled in 1C. The TOGS code is indicated in the program interface (in the card with the organization’s details) so that the reports are sent to the desired territorial unit, and the Rosstat server can receive it.

In most cases, the TOGS code is entered automatically depending on the place of registration of the legal entity. If this does not happen, when you try to send a form with a report, the program will display the error “Recipient address not found.” How to fix it:

  • in the “Directories and accounting settings” menu, select the “Organizations” section, then find the one you need;
  • In the “Statistics codes” tab, enter the required parameter in the “Rosstat territorial body code” field and save.

If reporting is submitted “the old fashioned way”, on paper in person or by mail, the TOGS code is not required.

How and where to find out

There are no separate legislative acts that list the codes of Rosstat territorial bodies. Order No. 5/MM-3-11/14@ does not fully reflect the situation that had developed by 2018. So, it does not take into account the following separation of some local departments into independent units, which collect statistics from respondents, do not mention the Republic of Crimea and the city of Sevastopol.

However, information can be found in several ways:

Change of place of registration of an organization

If an organization changes its “registration”, it moves to another region- Accordingly, the territorial division of Rosstat is changing. By law, it goes through the Federal Tax Service.

After the procedure, the new Federal Tax Service is obliged to notify Rosstat about the respondent within 5 working days; you do not need to report anything yourself.

When filing reports at a new address, a different region code is entered. Adjustments must be reflected in 1C. Most often, the organization renews the contract with the telecom operator, and the latter synchronizes the client’s accounting with its software. When submitting reports via a web form on the FSGS website, the code should be changed independently in 1C in the card with the company details.

If an organization changes its place of registration within one constituent entity of the Russian Federation, TOGS code remains the same.

Thus, the codes of the territorial divisions of Rosstat are unique numbers assigned to the branches of the Federal State Statistics Service in the constituent entities of the Russian Federation and locally. They are necessary for submitting accounting reporting forms in the form of an electronic document. With their help, the system determines the recipient (addressee).

Most often, each region of Russia has its own Rosstat code. Rosstat - this civil service, necessary for accounting in all spheres of life of the country's citizens. The body controls the statistical activities of the Russian Federation, providing reliable data for scientific organizations, commercial enterprises and the media.

Rosstat statistics codes

  • OKPO (All-Russian Classifier of Enterprises and Organizations);
  • OKATO (All-Russian Classifier of Objects of Administrative-Territorial Division);

The tax inspectorate, after successfully completing the state registration procedure, in addition to extra-budgetary funds, transfers information about registered individual entrepreneurs and LLCs to the territorial body of the Federal State Statistics Service (Rosstat, Gosstat). Rosstat processes the received data and assigns codes from all-Russian classifiers to each individual entrepreneur and organization (these are statistics codes):

    How can you get statistics codes and why is it needed?

    • the taxpayer is identified according to a number of criteria: by his territorial location, by the type of activity in which he is engaged, by the form of ownership and the legal form in which he carries out his work;
    • the processing of data on the property and financial position of the company for the reporting or tax period, on the financial results obtained by it and the transactions performed, in relation to the territory where its activities are carried out;
    • planning and administration of taxes accrued to taxpayers for activities carried out in a given territory and subject to receipt by the local or federal budget is carried out. And this, in turn, affects the formation and execution of the budgets themselves;
    • the right is established for the taxpayer to apply certain types of benefits, exemptions, reduced tariffs and rates for taxes and contributions;
    • the correct distribution of revenue received by type of activity is carried out for tax purposes: OKVED codes contain not only the name of the activity, but also its characteristics. This allows the payer himself to correctly identify expenses incurred and received. financial results in specific areas of their work. For what? For example, to:
      • maintain your right to a special tax regime;
      • receive benefits on contributions to the Federal Social Insurance Fund of the Russian Federation and on land tax.
    • OKTMO- code of the territory of the municipality (now widely used simultaneously with OKATO, meaning the administrative division of territories). It is assigned to a specific territory and extends its effect to all enterprises located within its boundaries.
    • OKVED- code of the type of economic activity. It is chosen when registering a business or when making changes to the activities of an existing company. An organization can select one or more activities that it plans to engage in. She must record her choice in an application for state registration or for amendments to the Register.
    • OKFS- code of the form of ownership. All entrepreneurs and legal entities are assigned the same indicator 16, indicating private property.
    • OKOPF- code of organizational and legal ownership. Characterizes the legal entity. person or individual entrepreneur and further clarifies the organizational and legal form of the legal entity. For example, LLC, CJSC, etc.
    • OKPO- code of enterprises and organizations. It characterizes a specific organization or entrepreneur taking into account all the above indicators. It changes if the type of activity of the company, its legal form, etc. changes. In case of liquidation, it cannot be used for 5 years to assign to another taxpayer.

    Statistics codes (OKVED)

    • A copy of the certificate of registration of changes;
    • A copy of the organization’s tax registration certificate;
    • A copy of the new extract from the Unified State Register of Legal Entities;
    • Old information letter from Goskomstat (required original);
    • Copies of the Constituent Documents in the new edition (when making changes to the types of activities in the Charter of the organization);

    Replacing OKONH with OKVED.
    OKONKH is an old classifier according to which statistics codes were assigned, which existed before 2003. Replacing OKONKh codes with OKVED codes should have been mandatory carried out until January 2005. But, if for some reason you have not done this, you can switch to OKVED now, and it is advisable not to put this matter off for a long time.

  • 01. What is Rosstat

    Organizations are required to submit:

    The Federal State Statistics Service (Rosstat) is a body that produces official statistical information on the social, economic, demographic and environmental situation of the country.

    Since April 3, 2017, Rosstat has been under the jurisdiction of the Ministry economic development Russian Federation. It is a very impressive service to match the tasks performed, approximately 18 departments, each of which has from 3 to 8 departments and services in the regions, for example the following divisions:

    • Department of Statistics of Prices and Finance (Department of Statistics of Public Finance and Monetary System, Department of Statistics of Organizational Finance, Department of Statistics consumer prices, Department of Producer Price Statistics);
    • Department of Enterprise Statistics (Department of Continuous Surveys of Small and Medium Enterprises, Department of Structural Statistics and Macroeconomic Calculations, Department of Current Small Business Statistics, Department of Production Indexes, Department of Energy Statistics, Summary Information Department, Department of Statistics of Production of Intermediate and Investment Goods, Department of Statistics of Production of Consumer Goods goods).

    The statistics service is designed to collect and analyze information. We are talking about the formation of an information base on the basis of which it is possible to make reasonable management decisions. It is approximately comparable to information base enterprises, but on a national scale. This information is needed by authorities to improve tax, customs, and investment policies. According to statistics, you can understand how high the tax burden is on enterprises, what state this or that industry is in, how the state is developing, how the situation in certain areas of life is improving or worsening.

    The activities of Rosstat are regulated by the Federal Law "On official statistical accounting and the system of state statistics in the Russian Federation" dated November 29, 2007 No. 282-FZ.

    B. Selective observation carried out periodically and continuously. The composition of the reporting may change from year to year. The most common forms submitted by small and micro enterprises and individual entrepreneurs are 1-IP, MP (micro) - in kind, PM, TZV-MP, etc. The basis for their confirmation is logically the financial statements, the data from which will come from the Federal Tax Service.

    On the Rosstat website you can see a list of all forms of statistical observation, but it is quite difficult to parse it in relation to yourself. We do not provide here full list forms, it changes regularly. There are quite a few forms of statistical reporting. We ourselves use two useful sources:

    • 57-T - on wages of workers by profession and position,
    • 23-N - on the production, transmission, distribution and consumption of electrical energy,
    • 4-TER - on the use of fuel and energy resources;

    quarterly:

    • P-4 (NZ) “Information on underemployment and movement of workers”,
    • P-2 - about investments in non-financial assets,
    • PM - about the main performance indicators of a small enterprise,
    • P-5 (m) - basic data on the activities of the organization,
    • 5-Z - about the costs of production and sale of products (goods, works, services).

    monthly:

    • P-1 “Information on the production and shipment of goods and services”,
    • P-4 - on the number and wages of employees,
    • P-3 - about the financial condition of the organization.

    The deadline needs to be clarified with Rosstat:

    03. Who should report to Rosstat

    Statistical reports must be submitted (Article 5 No. 209-FZ):

    1. bodies of state power and local self-government;
    2. legal entities of the Russian Federation;
    3. individual entrepreneurs;
    4. branches and representative offices of Russian organizations.

    Further we are talking only about 2-4 categories of accountable persons. So, the law distinguishes small, medium and large businesses, which are obliged to pass statistical reports. Who is a small business? The law defines the categories for classifying companies and individual entrepreneurs as small and medium-sized businesses (with Vol. 4 Categories). The basic requirements are:

    • Share of participation of other Russian legal entities in the authorized capital of LLC cannot be higher than 25%, and the share of foreign companies - 49%;
    • The number should not exceed the limits specified by law: for micro-enterprises no more than 15 people, for small ones - maximum permissible value 100 people, for medium-sized - no more than 250 people;
    • Annual income should not exceed the limits: micro-enterprises - 120 million rubles; small enterprises - 800 million rubles; medium-sized enterprises - 2 billion rubles (Resolution of the Government of the Russian Federation dated April 4, 2016 No. 265).

    Companies that are not small and medium-sized businesses submit basic statistical reporting and additional reporting, which depends on the area of ​​activity.     04. How to find out about reporting to Rosstat using the TIN

    It’s easy to get a list of reports to Rosstat for your enterprise:

    The service has been operating since February 2017, generating a list of statistical reporting forms that a specific legal entity must submit, indicating their name. Information on the site is updated monthly.

    If questions arise (an official letter is needed, there are no indicators), then the organization can contact the territorial body of Rosstat with an official written request for a list of reports in free form (clause 2 of Rosstat letter dated January 22, 2018 No. 04-4-04-4/6- mass media):

    Lack of indicators for some types of reporting.

    Primer LLC is engaged in retail trade food products. According to the Rosstat website statreg. gks.ru. our legal entity is obliged to submit the following types reporting:

    P-2 “Information on investments in non-financial assets”;

    P-2 (investment) “Information on investment activities”;

    Form 12-pipes (petroleum products) “Information on main oil product pipeline transport.”

    We inform you that our organization has no relation to such activities. Primer LLC does not have the indicators to fill out the listed forms due to XXXXX.

    05. Fines

    If statistical reports are not submitted to Rosstat or are not submitted on time, the fine for the organization is 20-70 thousand rubles, for the manager 10-20 thousand rubles. (Article 13.19 of the Code of Administrative Offenses of the Russian Federation).

    The statute of limitations is 2 (two) years. A resolution on the imposition of an administrative penalty is not subject to execution if this resolution has not been enforced within 2 (two) years from the date of its entry into force (Article 31.9 of the Code of Administrative Offenses of the Russian Federation).

    If it says there that an organization must submit one form or another, does that mean a fine for failure to submit it will be legal?

    Yes, in accordance with subparagraph c) of paragraph 2 and paragraph 4 of the Regulations on the conditions for the mandatory provision of primary statistical data and administrative data to subjects of official statistical accounting, approved by Decree of the Government of the Russian Federation of August 18, 2008 N 620.

    How can you find out exactly whether a company is required to submit a form or not?

    The list of federal statistical observation forms is compiled as of the end of the year preceding the reporting year, with monthly updating in connection with structural changes in business entities (liquidation of enterprises, creation of new ones, reorganization, change in the status of an organization, etc.). Operating organizations should receive information about the list of federal statistical observation forms at the end of the year preceding the reporting year; newly created organizations should check the information monthly during the first year of their creation. If the respondent is not on the list, reporting is not provided, unless the organization has been notified in writing.

    Do Rosstat employees themselves use this resource to find out who is required to submit which forms?

    Yes, employees of Rosstat and its territorial bodies use the above resource.

    If on statreg.gks.ru the form is listed as mandatory, and the statistics agency has confirmed in writing that it is not necessary to submit it, does this exclude a fine for failure to submit the form?

    If the organization has been informed in writing that the form does not need to be submitted, no penalties will be imposed on it.

    How to use the new service?

    The entrepreneur must enter his OKPO and TIN codes, as well as the state registration number(OGRN or OGRNIP). After this, a list of mandatory reporting forms is downloaded to the user’s computer automatically. The same table provides the frequency and deadline for submitting reports, as well as links to Rosstat pages where you can download their forms for filling out for free. The system works even if the user entered only one of the above search parameters, however, in this case, the list of reports may be incorrect.

    Why does the information on statreg.gks.ru change: one day one, two days later another? Is this related to the update system? How does it update?

    The information retrieval system was developed in 2016 in order to promptly inform business entities about their provision of statistical reporting forms. The list of federal statistical observation forms posted in the specified system for respondents is compiled as of the end of the year preceding the reporting year, with its monthly updating. The monthly updating of lists of forms in the system is due to ongoing structural changes in business entities (liquidation of enterprises, creation of new ones, reorganization, change in the status of an organization, etc.), as well as the frequency of providing statistical reporting forms (monthly, quarterly, semi-annual). Existing organizations should receive information about the list of federal statistical observation forms at the end of the year preceding the reporting year; newly created organizations should check the information monthly during the first year of their creation. Considering the importance of this service for respondents, in the first half of 2017 Rosstat will make significant improvements to the interface aimed at optimizing and increasing the stability of its operation.

    Why are “unnecessary” forms included in the lists on statreg.gks.ru? What should companies do?

    Lists of federal statistical observation forms to be submitted by respondents are formed on the basis of statistical methodology, taking into account the types of economic activities of the organization, including all those declared during state registration. A number of federal statistical observation forms, according to instructions for filling them out, are provided only in the presence of an observed event. Providing “zero” reports for reporting period on such forms is not required, and the absence of a report is qualified as the absence of a phenomenon by the respondent. For federal statistical observation forms, the instructions for completing which do not contain a requirement to provide data only if a phenomenon exists, it is possible for respondents to inform the territorial bodies of Rosstat in the constituent entities of the Russian Federation with an official letter about the absence of indicators for specific forms of statistical reporting instead of providing “zero” reports (in in the absence of a phenomenon).

    Which companies does Rosstat send letters with a list of reports to? To those who were included in the sample?

    In accordance with paragraph 4 of the Regulations on the conditions for mandatory provision of primary statistical data and administrative data to subjects of official statistical accounting, approved by Decree of the Government of the Russian Federation of August 18, 2008 No. 620, territorial bodies of Rosstat are obliged to inform (including in writing) respondents about carrying out federal statistical observation in relation to them. Informing respondents is carried out by posting lists of reporting forms in the information retrieval system. The sending of an information letter about the conduct of federal statistical observation in relation to an economic entity is, as a rule, carried out to respondents included in sample surveys.

    What should those who received a letter from statistics with a list of forms do, but some of the reports from the list are not on the site? Submit a report or clarify information with a statistics agency? How can I clarify?

    Organizations included in sample surveys may be notified in writing by state statistics bodies about the provision of specific forms of federal statistical observation. If the list of reporting forms published for the respondent at statreg.gks.ru differs from the one sent to the organization in writing, the written notification should be followed. If it is necessary to clarify questions about filling out and submitting federal statistical observation forms, organizations can contact the territorial body of Rosstat in the constituent entity of the Russian Federation at the location of the organization.

    What should companies do to avoid fines? Should I contact the statistics agency in writing? How to prove that we did not miss the deadline, but did not know about the report, since it was not on statreg.gks.ru?

    If the organization is not on the list published on statreg.gks.ru, penalties under Article 13.19 of the Code of Administrative Offenses of the Russian Federation are not applied, except in cases where the respondent, in the manner provided for in paragraph 4 of the Regulations, was informed (including in writing) about carrying out federal statistical observation in relation to him according to specific forms of federal statistical observation mandatory for submission. "Screenshots" are only valid evidence if they contain certain data, i.e. they indicate the date and time of receipt of information from the site on the Internet, contain data about the person who displayed it on the screen and subsequently printed it, data about the software and used computer technology, name of the site, affiliation with the applicant. Thus, if these requirements are met, “screenshots” can serve as supporting documents.
