Scientists from the National Research University Higher School of Economics have compiled a rating of cities that already have the groundwork for introducing smart development technologies. The top twenty included Moscow, St. Petersburg, Tomsk, Novosibirsk, Yekaterinburg, Nizhny Novgorod and a number of cities in the Moscow region, Irina Ilyina said in the report “Technological trends and smart development policies in the field of transport and energy in Russian cities.” The report was presented at the international seminar “Smart Cities: Energy and Transport”, held at the Higher School of Economics.

The most developed cities will become smart

The researchers selected 146 Russian cities with a population of over 100 thousand people. Each city was considered according to a set of parameters. The economy, urban planning situation, territorial features, financial situation, ecology, etc. All indicators were included in the summary indicator, which assessed the possibilities of smart development in the city (Table 1). The leaders, as expected, were Moscow and St. Petersburg. The two capitals have high intellectual potential. These are centers of science and innovation. “In addition, they have the authorities’ interest in smart development models,” added Irina Ilyina.

The top 20 cities that are more ready than others to implement the smart development model include primarily cities in the European (more populated, concentrated human resources) part of Russia. But there are also leading cities in the Asian part of the Russian Federation.

There are many university centers on the list of honors, such as Tomsk, Novosibirsk, Nizhny Novgorod, Yekaterinburg. Neighboring them are the science cities of the Moscow region: Zhukovsky, Korolev, as well as other cities in this region (Podolsk, Krasnogorsk, Khimki, Lyubertsy, Shchelkovo, etc.).

What smart city technologies already exist?

There are many developments in the field of smart technologies in the world. You can recall smart houses, the intelligent system of which reads all changes in the room and reacts to them. But there is more simple technologies, for example, modern meters in apartments that allow you to control water and energy consumption. Smart energy is one of the key needs for Russia, taking into account its climate, emphasized Irina Ilyina.

Another necessary option is smart transport. It will allow you to better organize traffic. One of the well-known technologies is sensors that measure the intensity of traffic flow.

Street lighting has its own revolutions: for example, lights with sensors that respond to movements were tested in Glasgow. The lights come on when people appear on the street. Garbage removal deserves innovation. In Barcelona, ​​they created smart trash cans and trash cans: their sensors record the level of garbage. Garbage trucks receive a signal and go to where the bins are full. In Boston, road surface irregularities were monitored using a mobile app.

Smart development models are being implemented in one way or another in large cities such as New York, Tokyo, Shanghai, Seoul, Vienna, Amsterdam, and Dubai. In Russia, smart city concepts are being implemented in the Moscow region (Skolkovo), in Tatarstan (SMART City Kazan-new district in the capital of the republic; Innopolis), in the Krasnodar Territory (in the Olympic cluster in Sochi), in the Leningrad and Ulyanovsk regions. However, most smart city projects both in Russia and in the world still have pilot status. Many barriers prevent their wider implementation. Irina Ilyina named such obstacles in Russian conditions.

Why innovation is stalled

  • The transition to smart technologies is hampered by financial problems. The implementation of a smart city model requires large investments, but municipal and regional budgets are limited.
  • There are many more pressing problems in the urban economy. HSE scientists conducted a survey of mayors of Russian cities. It turned out that the smart city model, although familiar to most of them, is regarded rather as an abstraction: “The model is very good, but not for us.” City leaders often considered this model a marketing ploy by manufacturers of engineering and communication technologies. As a result, the lion's share of mayors are in no hurry to introduce smart innovations. “We have different problems now,” the researcher quoted them as saying. “We need to repair the water supply and prepare the boiler room for winter.”
  • Often the authorities have no interest in long-term investments. The use of new models creates many risks. “It cannot yet be said that any particular city has successfully implemented all the elements of the smart development model,” Ilyina concluded.

The Russian capital is reaching a new level of development electronic services and services. This is the main goal of the Smart City program, the development of which has now begun. The new strategy will be based on key modern technologies. The materials of the class hour (thematic lesson) “Moscow is a smart city” introduce students to the prospects for the development of the capital in the coming decades.
