“The transition period for the simultaneous sale of old green and new pink policy forms will be established from July 1 for three months. During this period of time, insurance companies will be able to make changes to contracts or conclude new contracts on both new and old policy forms. This The period will provide an opportunity to most comfortably adjust to working with new policies both for consumers of insurance services and for regulatory and supervisory authorities,” the VSS press service quotes Yurgens.

At the same time, insurance contracts concluded on old forms before October 1, 2016 will be legitimate until their expiration date.

Yurgens explained that the need for a transition period is due to the fact that insurance agents and brokers have a fairly large number of unsold old-style forms in their hands. Without a transition period, it is difficult to remove them from circulation.

According to the head of the unions, the release of new forms is aimed, first of all, at combating counterfeits, which, based on the quality of their workmanship, are often impossible to distinguish from the original without special research. According to expert estimates, at least 1 million MTPL policy forms are currently counterfeit, and so far the number of sales of counterfeit policy forms has been inactively decreasing.

“By July 1, Goznak will produce the necessary and sufficient number of new forms. They will contain more complex watermarks, a metal strip, and a different configuration of the arrangement of security elements. The secret of making a metal strip and watermarks, of course, is not revealed,” Yurgens noted.

According to Goznak specialists, the most difficult thing is preparing paper with watermarks and metal tape. So, in order to prepare a high-quality counterfeit of a new policy form (with new watermarks and approved configuration) it will take from one to two years.

“For car owners, this innovation will not create any additional difficulties. Everything is as always, only the policy will have a slightly different appearance of the form, in this case, a different color - pink,” Jurgens emphasized.

“In fact, there is an increase in the cost of the policy form, but these costs fall entirely on insurers and do not affect car owners in any way. The cost of a new policy form for insurers entails an increase in price by about 0.7 rubles. RSA does not bear direct costs in connection with the innovation,” - assured Jurgens.

On July 1, 2016, insurance companies began selling MTPL policies of a new type. The documents not only changed in appearance, but also received enhanced protection against forgery.
