During organized trips, rules for transporting children on the bus have been developed to ensure the safety of underage passengers.

Special regulations regarding the rule of organized transportation of children have been approved by law.

Specific requirements for the transportation of children by bus are imposed not only on the vehicle and the driver, but also on the escort.

The rules for the transportation of groups of children were developed by the Ministry of Transport of the Russian Federation.

Government Decree approved document No. 1177 dated December 17, 2013, where bus transportation of children by bus implies:

  • transportation of minors by non-route vehicles;
  • transportation of groups of children in the amount of 8 people or more;
  • transportation of a children's team without representatives (parents, guardians, adoptive parents).

The representative may be an accompanying child or a medical professional. The rules for organized transportation of children do not apply to the transportation of children in the presence of their parents, who are not included in the escort of the group.

The rules for organized transportation of small passengers include:

  • compliance with the rules for boarding minors in a vehicle;
  • preparation of documentation for transportation;
  • compliance of the driver with the set of requirements;
  • certain requirements for accompanying persons;
  • escort of buses with minor representatives of the traffic police.

Buses with children are accompanied by representatives of the automobile inspectorate only if they move from 3 or more Vehicle in a column.

An authorized representative of the traffic inspectorate must obtain permission for the movement of children on the bus.

The original document must be kept by the driver, it must be kept for 3 years from the date of transportation.

It must be provided at the first request of the traffic police inspector.

The organizers of the planned trip must submit a written application no later than 2 days before the trip to the regional department of the State traffic inspectorate.

Notification of the organized transportation of children by bus is submitted by the head of the organization in person or by e-mail through the official website of the traffic police - http://www.gibdd.ru/letter/.

It needs to specify:

  • the time for which support is required;
  • route of movement;
  • Full name of the accompanying person;
  • Full name of the driver and details of his driver's license;
  • the number of persons transported;
  • indication of the state number of each bus.

If children are transported by 1-2 buses, then a notice of a trip to the department is also sent to the traffic police.

It states:

  • date of transport;
  • information about the company that organized the trip;
  • the number of minor passengers, indicating their age;
  • the route of movement indicating the points of destination;
  • Full name of the accompanying person;
  • brand of the vehicle and its registration number.

A copy of the application or a notice with the marks of the traffic police that they are aware of the trip of children must be with the driver.

Paperwork

For the transportation of children, documentation should be prepared:

  • list of children on this trip;
  • copies of permits for the transportation of children;
  • boarding document, which indicates the seats for each child;
  • notification from the traffic police or a copy of the application for escort;
  • travel agreement signed by the transport company and the customer;
  • Full name of accompanying persons with telephone numbers and passport data;
  • agreement with medical by an employee about accompanying minors if the trip takes more than 12 hours;
  • information about drivers (name, contacts, driver's license numbers);
  • food list on the bus.

When planning your itinerary, keep the following in mind:

  • travel schedule and travel time;
  • time of stops for the physiological needs of children;
  • stopping places for food, rest and excursions (indicating hotels).

Buses for transporting children and technical requirements GOST R 51160-98

On January 1, 2017, new rules for transporting children by school bus came into effect. This standard establishes requirements for buses for the transport of children, which are aimed at ensuring safety.

Applies to vehicles for children aged 6-16 years old to travel on the roads of the Russian Federation.

Decree of the Government of the Russian Federation from July 12, 2017 came into force traffic rules changes, correcting the rules for transporting children on buses, as well as the rules for placing cars on the roadway.

According to this decree, a bus that is no more than 10 years old from the year of manufacture can be used for organized transportation, as well as:

  1. The vehicle must meet the technical requirements for design and purpose.

  3. To be able to determine the location of the vehicle at any time of the day, a GLONASS satellite navigator must be installed.
  4. Each bus must have a tachograph that monitors the driver's rest regime and the speed of the bus.

Only those drivers who have:

  • rights with an open category D;
  • transportation license;
  • medical clearance for the flight;
  • at least 1 year of transport bus driving experience out of the last 3 years;
  • obligatory briefing on the transportation of children;
  • the driver was not deprived of his license, and he did not commit administrative violations in the last year.

Rules for the organized transportation of a group of children by buses in 2019

GOST 33552-2015 buses for transporting children is valid for special vehicles for transporting persons from 1.5 to 16 years old in buses.

General technical requirements are aimed at ensuring the safety of minor passengers, their life and health, as well as the presence of identification marks and inscriptions.

According to GOST 33552-2015, buses must comply with safety requirements. "Child Transportation" identification signs must be installed on the front and rear of the school bus.

The body of the bus must be yellow. On the outer and sides of the bus there are contrasting inscriptions "Children!".

According to the new rules for transporting children on buses, which entered into force on July 12, 2017, it is forbidden to transport small children under 7 years old if the trip takes more than 4 hours.

From 11:00 pm to 6:00 am, group transportation is only allowed to and from airports and railway stations. After 23:00 the distance should not exceed 50 km.

For mass transportation, boarding of children is carried out only after the bus stops under the supervision of the driver and under the guidance of the attendants. They lead the children in an organized manner to the landing site through the front door of the transport (the younger children are lined up in pairs).

The organizers take it in turns to seat small passengers and make sure that hand luggage is safely placed, does not restrict the driver's field of vision and does not pose a threat to the safety of children. After their placement, the accompanying driver is informed about the end of boarding.

The attendants are the first to get out of the vehicle. During stops, disembarkation of children from transport is carried out only through the front door.

  1. General safety requirements

1.1. Drivers who have a continuous three-year or more experience in motor vehicles of category "D" and who have not violated the current Rules for the past three years are allowed to transport groups of children. traffic.

1.2. The technical condition of the bus (buses) must meet the requirements of the basic provisions for the admission of vehicles to operation.

1.3. The bus must be equipped with:

  • two easily removable fire extinguishers with a capacity of at least two liters each (one in the driver's cab, the other in the passenger compartment of the bus);
  • yellow square identification signs with a red border (side of the square - at least 250 mm, border width - 1/10 of the side of the square), with a black image of the symbol of road sign 1.21 "Children", which must be installed in front and behind the bus;
  • two first aid kits (car);
  • two anti-recoil stops;
  • emergency stop sign;
  • when traveling in a column - an information plate indicating the place of the bus in the column, which is installed on windshield bus on the right in the direction of travel;
  • buses with more than 20 seats, manufactured after 01.01.98 and used on tourist trips, must be equipped with tachographs - control devices for continuous recording of the distance traveled and the speed of movement, the driver's work and rest time. In this case, the owner of the vehicle is obliged to comply with the requirements of the Rules for the use of tachographs in road transport in the Russian Federation, approved by Order of the Ministry of Transport of Russia dated 07.07.98 N 86.

1.4. The class of the bus must correspond to the type of transportation of children carried out. Before leaving the line, each bus must pass an inspection of the technical condition and compliance of the equipment with the requirements established by the Rules of the Road.

A bus for transporting children must also be equipped with buttons for signaling the driver, and means of loud-speaking communication.

1.5. Car transportation of groups of children by bus during the day from 23.00 to 05.00 hours, as well as in conditions of insufficient visibility (fog, snowfall, rain, etc.) is prohibited.

1.6. When driving in a convoy (3 or more buses), a senior driver is appointed, who, as a rule, drives the last bus in the convoy.

Drivers carrying out transportation in a convoy must follow the instructions of the elder, if they do not contradict the Rules for the Transportation of Passengers, the Rules of the Road, and are not associated with a change in the route of the bus.

1.7. The driver is obliged not to allow the following hazards to affect people in the passenger compartment of the bus:

  • sudden braking of the bus (except for emergency to prevent an accident);
  • the poisoning effect of carbon monoxide while in a bus with a running engine during long stops or in the event of a malfunction of the exhaust system;
  • the poisoning effect of gasoline vapors during fuel leakage due to a malfunction of the engine power system;
  • exposure to high temperatures and combustion products in the event of a fire.
  1. Safety requirements before the start of transportation

2.1. Bus drivers allowed to transport children must have at least 12 hours of rest between shifts before the trip, and also undergo special training on road safety and the specifics of transporting children (possibly carried out together with accompanying persons).

The authorized person of the Contractor makes a note on the bus waybill that the driver has passed a special briefing.

2.2. Before leaving for a flight, the driver must undergo a medical examination in accordance with the established procedure with a note in the waybill and a corresponding entry in the log of pre-trip medical examinations.

2.3. The driver, in accordance with the established procedure, is obliged to submit the bus for technical inspection before leaving for the flight.

2.4. The driver must have a valid ticket on passing the state technical inspection of the bus.

2.5. When leaving the line to the landing site, the driver must personally check the condition of the bus equipment.

2.6. The driver is obliged to ensure the safe boarding of children on the bus at specially equipped landing sites on the side of the sidewalk or roadside.

2.7. The number of bus passengers must not exceed the number of seats.

2.8. It is allowed to transport children on the bus only according to the approved list with the obligatory escort for the entire period of the trip for each vehicle of an adult escort, and if the number of children transported is more than twenty - two escorts appointed by the relevant order.

The driver is obliged to make sure that the accompanying person has taken a seat in the passenger compartment of the bus at each door of the bus.

Medical workers are allocated to accompany children transported by a convoy of buses.

2.9. Before the bus departs for a flight, the driver (when driving in a column - the head of the column) must personally verify that the number of departing children and those accompanying the number of seats (for seating) is consistent, that there are no things and equipment in the aisles, on storage areas, that the dipped headlights are turned on. The windows in the passenger compartment of the bus must be closed when driving. The upper shelves can hold light personal items.

  1. Safety requirements during transportation

3.1. On the way, the bus (buses) can be stopped only at special sites, and in their absence - outside the road, in order to exclude the sudden exit of the child (children) onto the road.

3.2. Transportation of children by bus is carried out only with the dipped headlights on. Transportation of children is prohibited when road or meteorological conditions pose a threat to the safety of transportation.

3.3. The speed of the bus is chosen by the driver depending on road, meteorological and other conditions, but should not exceed 60 km/h.

3.4. When transporting children, the bus driver is prohibited from:

  • change the route and deviate from the traffic schedule;
  • smoking, talking
  • use a cell phone without special fittings;
  • allow unauthorized persons on the bus;
  • carry in the cabin of the bus in which there are children, any cargo, luggage or equipment, except for hand luggage and personal belongings of children;
  • leave the bus or leave your seat if there are children on the bus;
  • when following in a car column, overtake the bus in front;
  • get out of the bus if there are children on the bus, including when boarding and disembarking children;
  • carry out the movement of the bus in reverse;
  • leave his seat or leave the vehicle, unless he has taken measures to prevent the spontaneous movement of the vehicle or its use in the absence of the driver.

3.5. When driving in an organized convoy, it is prohibited to overtake other vehicles in the convoy.

3.6. To avoid carbon monoxide poisoning, long-term parking of the bus with the engine running is prohibited.

3.7. On the way, the driver must strictly comply with the Rules of the Road, move off smoothly, maintain a distance between the vehicle in front, do not brake sharply without the need, take precautions, and be attentive to the environment.

  1. Safety requirements in emergency situations

4.1. In the event of a forced stop of the bus caused by a technical malfunction, the driver must stop the bus so as not to interfere with the movement of other vehicles, turn on the emergency signal, and in its absence or malfunction, place an emergency stop sign behind the bus at a distance of at least 15 meters from the bus in the village and 30 meters - outside the village.

4.2. After stopping the bus in a safe place, disembark passengers, preventing them from entering the carriageway. The eldest gets off the bus first and, located at the front of the bus, directs the disembarkation of children.

Continue driving only after the problem has been eliminated.

4.3. Passengers are not allowed in the towed bus.

4.4. In the event of a child being injured along the way, a sudden illness, bleeding, fainting, etc., the bus driver must immediately take measures to deliver the child to the nearest medical center (institution, hospital) to provide the child with qualified medical care.

4.5. In the event of a traffic accident with injury to children, take measures to provide emergency first aid to the victims and call an ambulance from the nearest point of contact, cellular phone or with the help of passing drivers medical care and report the incident to the traffic police and the administration of the institution.

  1. Safety requirements at the end of transportation

5.1. Upon arrival at the point of disembarkation of children from the bus, the driver must inspect the interior of the bus. If personal belongings of children are found in the cabin, hand them over to the accompanying person.

5.2. If there are any comments (deficiencies) on the organization of traffic, the state of roads, streets, railway crossings, ferry crossings, their arrangement that threaten road safety, the driver is obliged to inform the head of the educational institution

5.3. Upon arrival from the flight, the driver must:

  • inform the head of the educational institution about the results of the trip;
  • undergo a post-trip medical examination in accordance with the established procedure;

1. These Rules define the requirements for the organization and implementation of organized transportation of a group of children, including children with disabilities (hereinafter referred to as a group of children), by buses in urban, suburban or intercity traffic.

2. For the purposes of these Rules:

concept "official responsible for ensuring road safety" Federal Law "On Road Safety";

3. For the implementation of organized transportation of a group of children, a bus is used, from the year of issue of which no more than 10 years have passed, which, in terms of purpose and design, meets the technical requirements for the carriage of passengers, is allowed to participate in road traffic in accordance with the established procedure and is equipped in accordance with the established procedure with a tachograph, as well as GLONASS or GLONASS / GPS satellite navigation equipment and is equipped with seat belts.

In the case of organized transportation of a group of children, when the bus is moving, a yellow or orange beacon must be turned on on its roof or above it.

4. For organized transportation of a group of children, the driver must have the following documents:

a) a copy or original of the charter agreement concluded in accordance with the Federal Law "Charter of Road Transport and Urban Surface Electric Transport" - in the case of organized transportation of a group of children under a charter agreement;

c) a copy of the decision to appoint the escort of buses by a car (cars) of a subdivision of the State Inspectorate for Road Safety of a territorial body of the Ministry of Internal Affairs of the Russian Federation (hereinafter referred to as the subdivision of the State Traffic Inspectorate) or a copy of the notification of the organized transportation of a group of children;

e) a list(s) of all passengers, including:

children (indicating the last name, first name, patronymic (if any) and age or date of birth of each child, contact phone number of parents (legal representatives), pick-up and (or) drop-off points for each child, if such points are intermediate (not coincide with the point of departure and (or) the destination of the route);

appointed accompanying persons (indicating the last name, first name, patronymic (if any) of each accompanying person, his contact phone number);

medical worker (indicating the last name, first name, patronymic (if any), position) with a copy of his license to carry out medical activities or a copy of the contract with a medical organization or an individual entrepreneur that has the appropriate license - in the case provided for in paragraph 12 of these Rules;

employees and (or) individuals participating in the organized transportation of a group of children (indicating the last name, first name, patronymic (if any) of each employee and individual, his contact phone number, pick-up and (or) disembarkation points for each employee and individual, if such points are intermediate (do not coincide with the point of departure and (or) destination of the route);

f) a document containing information about the driver (drivers) (indicating the last name, first name, patronymic of the driver, his phone number), except if the documents contain a copy of the notice of organized transportation of a group of children containing such information;

g) a document containing the procedure for boarding passengers, including children, on a bus (according to documents, including a service certificate, a voucher, a student card and (or) in accordance with the list (s) of passengers certifying their right to travel) established by the head or official responsible for ensuring road safety, an educational organization, an organization that provides training, an organization that carries out educational activities, a medical organization or other organization, an individual entrepreneur engaged in organized transportation of a group of children (hereinafter referred to as the organization), or by the charterer, except for the case when the specified procedure is contained in the charter agreement;

h) transportation route indicating:

departure point;

intermediate pick-up (drop-off) points (if any) of children, employees and individuals participating in the organized transportation of a group of children;

point of arrival;

stopping places for eating, short-term rest, night rest (for multi-day trips) - in the case of organized transportation of a group of children in intercity traffic.

Information about changes:

The rules were supplemented by clause 4.1 from October 1, 2019 - Decree of the Government of Russia of September 13, 2019 N 1196

4.1. In order to carry out organized transportation of a group of children, the responsible or senior person responsible for the organized transportation of a group of children and coordinating the actions of drivers during multi-day trips must have a list of accommodation places for children for rest at night, containing also the name legal entity or the surname, name and patronymic (if any) of an individual entrepreneur placing children on vacation at night or carrying out activities in the field of providing hotel services, or the registry number of the tour operator organizing the transportation in the unified federal register of tour operators.

5. The originals of the documents specified in paragraph 4 of these Rules are kept by the organization or the charterer and the charterer (if such transportation was carried out under a charter agreement) for 3 years after each organized transportation of a group of children during which a traffic accident occurred with victims, in other cases - within 90 days.

8. Drivers meeting the following requirements are allowed to drive buses carrying out organized transportation of a group of children:

having at least one year of experience as a driver of a vehicle of category "D" as of the date of commencement of the organized transportation of a group of children from the last year and one month;

who have not committed administrative offenses in the field of traffic, for which an administrative penalty is provided in the form of deprivation of the right to drive a vehicle or administrative arrest, during the last year;

who have passed a pre-trip briefing on the safety of transporting children in accordance with the rules for ensuring the safety of transportation of passengers and goods by road and urban surface electric transport, approved by the Ministry of Transport of the Russian Federation;

who have passed a pre-trip medical examination in accordance with the procedure established by the Ministry of Health of the Russian Federation.

9. The inclusion of children under the age of 7 years in the group of children for organized transportation by buses when they are on the way according to the traffic schedule for more than 4 hours is not allowed.

10. Filing a notice of organized transportation of a group of children to the State traffic inspectorate unit if the organized transportation of a group of children is carried out by one or two buses, or applications for escorting vehicles by a patrol car (patrol cars) of the State traffic inspectorate unit if the specified transportation is carried out as part of not less than 3 buses, in accordance with the procedure established by the Ministry of Internal Affairs of the Russian Federation, are provided by the head or official of the organization responsible for ensuring road safety, and in the case of organized transportation of a group of children under a charter agreement:

charterer or charterer (by mutual agreement) - if the charterer is an authorized representative of a legal entity or an individual entrepreneur (its authorized representative);

charterer - if the charterer is a natural person.

Submission of a notice of organized transportation of a group of children to the subdivision of the State traffic inspectorate is carried out no later than 48 hours before the start of transportation - in intercity traffic, no later than 24 hours before the start of transportation - in urban and suburban traffic.

Notification of organized transportation of a group of children may be submitted in respect of several planned organized transportation of a group of children along the same route, indicating the dates and times of such transportation.

When submitting a notification or an application specified in paragraph one of this paragraph, it is allowed to provide information only about the number of such participants in the transportation with the execution and transfer to the driver of the relevant list (lists) before the start of the organized transportation of a group of children.

11. At night (from 11 p.m. to 6 a.m.), organized transportation of a group of children to and from railway stations, airports, completion of an organized transportation of a group of children (delivery to the final destination determined by the traffic schedule, or to the place of overnight stay) is allowed in case of unplanned deviation from the traffic schedule (in case of a delay on the way), as well as organized transportation of a group of children, carried out on the basis of legal acts of the highest executive bodies of state power of the constituent entities of the Russian Federation. In this case, after 23 hours, the distance of transportation should not exceed 100 kilometers.

12. In case of organized transportation of a group of children in long-distance traffic by an organized transport column for more than 12 hours according to the traffic schedule, the head or official responsible for ensuring road safety, organization, and in case of organized transportation of a group of children under a chartering agreement - a charterer or charterer (according to mutual agreement) ensures that such a group of children is accompanied by a medical worker who has a copy of a license to carry out medical activities or a copy of an agreement with a medical organization or an individual entrepreneur that has the appropriate license.

Organized transportation of a group of children in the case specified in the first paragraph of this paragraph, without a medical worker is not allowed.

13. In the event of an unfavorable change in road conditions (traffic restriction, the appearance of temporary obstacles, etc.) and (or) other circumstances that entail a change in the departure time, the head or official responsible for ensuring road safety, organizations, and in the case of organized transportation of a group of children under a charter agreement - the charterer or charterer (by mutual agreement) ensures that measures are taken to timely notify the parents (legal representatives) of accompanying children, a medical worker (if there is a medical escort) and the relevant department of the State traffic inspectorate (when accompanied by a car (cars) of the traffic police department).

14. The head or official responsible for ensuring road safety, organization, and in the case of organized transportation of a group of children under a chartering agreement - the charterer shall ensure the appointment to each bus transporting children, accompanying, who accompany children during transportation to their destination.

The number of accompanying persons per 1 bus is assigned based on their presence at each bus door intended for boarding (disembarking) passengers, while one of the accompanying persons is responsible for the organized transportation of a group of children on the corresponding bus and coordinates the actions of the driver (drivers) and other accompanying persons in the indicated bus.

The appointed attendant is obliged to make sure that the children are fastened with seat belts before starting the bus, control their use of seat belts along the route, ensure order in the cabin, preventing children from getting up from their seats and moving them around the cabin while driving.

The appointed escort is also obliged to fulfill the requirements of the head of the organization or the individual entrepreneur - the charterer, brought to the attention of the escort during the briefing with him before the organized transportation of a group of children.

Organized transportation of a group of children without designated companions is not allowed.

15. If 2 or more buses are used for the organized transportation of a group of children, the head or official responsible for ensuring road safety, organization, and in the case of organized transportation of a group of children under a charter agreement, the charterer shall appoint a senior responsible for the organized transportation of a group of children and coordinating the actions of drivers and those responsible for buses carrying out such transportation.

The numbering of buses during movement is assigned by the head or official responsible for ensuring road safety, the organization, and in the case of organized transportation of a group of children under a charter agreement - by the charterer and transferred to the charterer to prepare a list of children.

When transporting by two or more buses, each driver is given information about the numbering of the bus during movement.

16. Organized transportation of a group of children must be carried out using seat belts.

17. If children are on the way according to the traffic schedule for more than 3 hours in each bus, the head or official responsible for ensuring road safety, organizations, and in the case of organized transportation of a group of children under a charter agreement - a charterer or charterer (by mutual agreement) ensures the availability of sets of food products (dry rations, bottled water) from the range established by the Federal Service for Supervision of Consumer Rights Protection and Human Welfare or its territorial office.

18. In the case of organized transportation of a group of children, it is forbidden to allow on the bus and (or) carry in it persons not included in the lists provided for in subparagraph "e" of paragraph 4 of these Rules. This prohibition does not apply to cases established by federal laws.

In case of non-appearance of the passengers specified in paragraphs two and five of subparagraph "e" of paragraph 4 of these Rules, their data shall be deleted from the list.

The requirements for the organization and implementation of organized transportation of a group of children (including disabled people) by buses in urban, suburban or intercity traffic are fixed.

For the transportation of children, a bus is used, from the year of manufacture of which no more than 10 years have passed. It must comply with the purpose and design of the technical requirements for the carriage of passengers, be allowed to participate in road traffic and be equipped with a tachograph, as well as GLONASS or GLONASS / GPS satellite navigation equipment.

Listed are the documents required for transportation.

Those who have a continuous work experience as a driver of a category "D" vehicle for at least 1 year are allowed to drive buses, who have not been subjected to administrative punishment in the form of deprivation of the right to drive vehicles or arrest for committing an offense in the field of traffic during the last year.

It is forbidden to include children under the age of 7 years in a group for organized transportation while staying on the route according to the traffic schedule for more than 4 hours.

The head of the organization or the official responsible for ensuring road safety, the charterer or charterer (by mutual agreement) ensure that an application is submitted for escorting buses by cars of the State traffic inspectorate.

When transported in long-distance traffic by an organized transport column for more than 3 hours, according to the traffic schedule, the listed persons ensure that such a group of children is accompanied by a medical worker.

An escort is assigned to each bus. If 2 or more buses are used, a senior person responsible for the organized transportation of a group of children and coordination of the actions of drivers and those responsible for buses is appointed.

The medical worker and the senior person in charge must be in the bus that closes the convoy.

If the children are on the way according to the traffic schedule for more than 3 hours, each bus must have sets of food products (dry rations, bottled water) from the assortment established by Rospotrebnadzor or its territorial department.

for the transportation of pupils studying by road

1. General safety requirements for transportation.

1.1. It is allowed to transport students, pupils by road transport by persons aged 20 years and older who have studied instructions for transporting children by road who have been instructed in labor protection, have a medical examination, have a driver's license of class 1 or 2, category D, E and continuous work experience as a driver for at least the last three years.

1.2. Transport hazards include:

Getting injured by passing vehicles in case of exit to the roadway during landing, or leaving the bus;

Injury in an accident if traffic rules are violated or when using technically faulty vehicles;

Injury in case of sudden braking of the bus;

Injury in traffic accidents.

1.3. According to the standard instructions for transporting children by road children must be accompanied by two adults when transported by bus. Parents of children are not accompanying, they cannot be held responsible for ensuring safety during transportation.

1.4. A bus intended for transporting children must have a warning sign "Children" in front and behind, as well as a fire extinguisher and a first aid kit.

1.5. The bus driver must strictly follow these instructions for transporting children by road, as well as the fire safety instructions for vehicles.

1.6. In case of an accident with injuries to children, the person responsible for the transportation of children is obliged to report by mobile phone, from the nearest contact point or through passing drivers about the incident to the administration of the institution, to the traffic police and a medical institution. Take urgent measures to evacuate children from the scene of an accident and, if necessary, deliver the injured to the nearest medical facility.

1.7. When transporting students, pupils should strictly adhere to the established procedure for transportation and the rules of personal hygiene.

1.8. Persons who have committed non-compliance or violation of the rules established by this instruction for the transportation of children by road are liable in accordance with the law.

2. Security requirements before leaving.

2.1. Transportation of children is allowed strictly by written order of the head of the institution, the order is communicated to those responsible for transportation against signature.

2.2. Not later than three days before departure, the traffic police are notified in writing in the prescribed form about the transportation of children in order to take measures to ensure the safety of transportation.

2.3. Responsible persons for the transportation of children must undergo a targeted briefing on the rules for transporting children with an entry in the labor safety briefing registration log, have mobile communications, a list of children certified by the head of the educational institution, a copy of the notification of the traffic police about the transportation.

2.4. It is necessary to instruct pupils, students on the rules of conduct during transportation with a mandatory registration entry in the briefing log.

2.5. Make sure the bus is in good working order waybill and inspecting the bus from the outside.

2.6. Make sure that the bus has a warning sign "Children" in front and behind, as well as a fire extinguisher and a first aid kit.

2.7. When concluding agreements with travel companies and transport owners, include their responsibility for the safety of transporting children during excursions, their proper control of the conditions for transporting children by buses (having a license from the transport owner, passing technical inspection, etc.).

2.8. To carry out the landing of students, pupils in the bus from the sidewalk or roadside strictly according to the number of seats. Standing in the aisles between seats is prohibited.

3. Safety requirements during the trip.

3.1. During the movement of the vehicle, it is necessary to observe discipline and follow all the instructions of the elders. It is necessary to promptly inform the person responsible for the transportation of children or his deputy about the deterioration of his health or injury.

3.2. When the bus is moving, it is forbidden to stand and walk around the passenger compartment of the bus, it is forbidden to lean out of the windows and put your hands out of the windows.

3.3. The speed of the bus during the transportation of students, pupils should be no more than 60 km / h.

3.4. During daylight hours, the transportation of pupils studying to be carried out with the dipped headlights on.

3.5. It is not allowed to transport unauthorized persons and objects prohibited for transportation (stabbing and cutting, gas cartridges, glass bottles, flammable and combustible substances, pyrotechnic products, etc.) in a motor vehicle.

3.6. To avoid injury in the event of sudden braking of the bus, you should rest your feet on the floor of the passenger compartment and firmly hold on to the handrail in front of the seat in front of you.

3.7. During the trip, observe the provisions of the instructions for the transportation of pupils, students, children by road.

3.8. Before an unregulated railway crossing, stop the vehicle, make sure that it is safe to cross the railway, and then continue moving.

3.9. When transporting pupils studying in two or more buses, the convoy must be accompanied by traffic police, ATC.

3.10. It is forbidden to transport children at night, on ice, in conditions of limited visibility (fog, rain, snowfall, blizzard), with a storm warning, as well as with a justified travel ban by the traffic police.

4. Safety requirements in emergency situations

4.1. In the event of a malfunction in the operation of the engine and bus systems, take to the right, pull over to the side of the road, stop and eliminate the problem. Continue driving only after complete elimination the malfunction that has occurred.

4.2. In case of injury to children, it is necessary to provide first aid to the victim, if necessary, take him to the nearest medical institution and report this to the administration of the institution, as well as to the parents of the victim.

4.3. In the event of a traffic accident, evacuate children from the scene of an accident, provide first aid to the victims, if necessary, send them to the nearest medical facility, report the incident using mobile communications to the traffic police, ambulance and the administration of the institution.

4.4. If the engine or chassis of the vehicle catches fire, immediately stop the bus, evacuate the children to a safe distance and report the incident using mobile communications to the nearest fire department and the administration of the institution.

4.5. When the bus overturns, take all necessary measures to evacuate children from the passenger compartment through emergency exits, windows, hatches, having previously disconnected the mass.

5. Safety requirements at the end of the trip.

5.1. Pull over to the side of the road or drive up to the sidewalk and stop the bus.

5.2. Get off the bus strictly with the permission of the teacher (senior) towards the sidewalk or roadside.

5.4. Check the list for all children.

5.5. Report to the head of the educational institution on the completion of the transportation of children, on the absence of injury to children.
